FROM THE EDITOR:  Daylight Savings Time & April Fool's Day !!  OK---now I have an extra hour of daylight each day to treasure hunt !  What a deal !  I've been out on 4 "excursions" in the past 2 weeks and really enjoying the Utah scenery.  Not getting RICH ( yet! )---but I'm closing in on it !  This month TARA & I will take an 8-day "vacation" and use our motor home to visit 3-4 more unique Utah areas.  My "PLAN" is to go out "treasure-hunting" at least 12 days a month for the next 7 months.  Some of my "adventures" will take me to other states---mainly in search of KGC loot !  Enjoy this newsletter & I'll write YOU again on the 15th !  Get those taxes DONE !

THE KGC TEAM
 
Hello !
 
   You are receiving this letter because, since March 1st, you have expressed an interest in belonging to a team of experts that will endeavor to recover KGC ( Knights Of The Golden Circle ) caches in the upcoming years.  If you have changed your mind in the past 3 weeks, please let me know so that I may reserve a spot for someone else.  THANKS !
 
   You may have received this letter as a "reminder" or "invitation" to join THE KGC TEAM.  
 
   Currently our KGC TEAM has about 40 interested "potential" members.  We believe that 50 to 100 people can form a team (or teams) to make recoveries in several ( or many ! ) states---sometimes simultaneously !
 
   This is a NEW concept in treasure hunting.  It will be based on TRUST !  If we can add all of the efforts, ideas, equipment and knowledge of 100 people---can you imagine the STRENGTH our KGC TEAM can possess ?
 
   Wouldn't you LOVE to have 1/100th of a major treasure recovery--- versus dreaming of making a large recovery by yourself---and realizing that you most likely will never succeed on just your own efforts ?
 
   There are many successful teams formed that make recoveries from shipwrecks---why can't that effort be duplicated for land-based recoveries?
 
   Because THE KGC TEAM is in the very early stages of development---it will be a slow process at first---but it WILL pick up speed FAST !
 
   Your team co-captains are FLOYD MANN and RANDY SUMPTER.  We communicate with each other many times a day in our efforts to make this concept a VERY successful one.  In the month of April we will solidify and complete the final confidentiality agreements between ALL accepted KGC TEAM members.  This is new to us and we are moving slowly and carefully to make sure we do it right !
 
   We hope that THE KGC TEAM can make our FIRST (of MANY !) recoveries during May, 2004.  Will YOU be sharing in this recovery ?
 
   Many of you know me ( FLOYD MANN ) as the editor of LOST TREASURE USA, the twice-monthly FREE newsletter for treasure hunters.  I also have two websites that are related to this venture we are embarking on:  (1)   www.LostTreasureUSA.com    and  (2)   www.KnightsOfTheGoldenCircle-KGC.com
  
   Besides being a frequent contributor to the newsletter and BOTH of the websites, my great friend, RANDY SUMPTER, has been aiding me for over a year in deciphering KGC clues and evaluating potential treasure depositories.  To date we have narrowed our searches and interest to a TOP 100 best potential sites that might contain treasure for THE KGC TEAM.  YOU will benefit from OUR efforts !  Are you getting a bit excited yet?  Can you imagine the "possibilities" ?  Are you ready for an ADVENTURE ?  Let's DO IT !

   In addition to your basic personal information, please tell us a little bit about yourself and what you think YOU can contribute to THE KGC TEAM.  Research ?  Equipment expertise ?  Valuable clues ?  A strong back and a shovel ?  A STRONG belief that WE can accomplish ANYTHING with 100 dedicated individuals working TOGETHER---rather than each person doing his own thing ?  You might be physically handicapped, or not even own a metal detector, BUT:  what CAN you offer ?
 
   Besides telling RANDY & FLOYD what you can contribute to the KGC TEAM's success---we also want to hear YOUR ideas on how to go about putting together this organization.  We want to hear ideas on what to put in the agreement EACH member will be required to sign.  We ALSO want you to think of someone else you think might be a valuable addition to this KGC TEAM---then:  forward them this email, and if THEY are interested---it will be up to THEM to apply.
 
  By mid-April we will CLOSE the application process and start contacting each accepted member.  Between now and that time:  Please research and study the KGC ( Knights Of The Golden Circle ) website and ALL of the links.  Gather clues about KGC, Confederate and Outlaw treasure stories for YOUR state and for OTHER states.

The National Park Service wants to cut park hours and visitor services to save scarce funding, yet has spent nearly $100 million on travel, including foreign junkets to China, Japan, Africa, France and Russia since 2002.
Globe-trotting employees held meetings, attended conferences and gave presentations during their trips, but the practice has angered lawmakers, who say they are pulling the plug on the agency's travel program.
Rep. Charles H. Taylor, North Carolina Republican and chairman of the House Appropriations subcommittee on the interior, and Rep. Norm Dicks, Washington Democrat and ranking minority member of the subcommittee, told Park Service Director Fran Mainella to cancel all foreign trips and significantly cut domestic travel.
"In this technology age, the service should be using teleconferencing and other means of automated communications in lieu of costly travel," the lawmakers told Mrs. Mainella in a letter released yesterday.
The lawmakers said next year's budget will require employees to obtain congressional approval for travel abroad.
Park Service employees spent $44 million on travel, including 215 foreign trips, in 2003 and the first quarter of 2004. Foreign and domestic travel in 2002 topped $50 million and included 470 foreign junkets, according to the General Accounting Office and Interior Department inspector general.
Records show one employee went to Russia and the Congo at a cost of $13,200, and another went to China, South Africa and twice to France for $19,200. An employee in the director's office took two trips to France for a total $6,300, and another employee went to Canada and South Africa for $10,000. One trip to Finland cost $5,600; another China trip cost $6,900.
An employee whose office was listed as "unknown" took a $4,500 trip to Mexico, and other "unknowns" took a $4,000 trip to France and a $3,000 trip to Argentina.
David Barna, spokesman for the Park Service, said it is policy not to comment on communications between Congress and the director and that a written response will be sent to the lawmakers.
Mr. Barna said not all travel is paid for by taxpayers, and that some is funded by third parties such as the World Bank to assist other countries with park-management plans.
The inspector general report released late yesterday shows less than 1 percent of travel is made to provide technical assistance to other countries.
Meanwhile, the Park Service says it is starved for money and is threatening to slash services. A memo from the Park Service's Northwest region last week suggests eliminating life guards at a public beach, closing entire parks on Sundays and Mondays and visitor centers on federal holidays, and shutting down completely November through February.
Despite limited funding for current projects, renegade employees secretly planned and designed four new major construction projects with a
$243 million price tag, plus tens of millions for yearly operational expenses, the lawmakers discovered.
"Diverting funds from critical backlog maintenance is unacceptable,"
they said in the letter.
Park employees sidestepped a law that requires congressional approval of all construction projects costing more than $5 million by having outside "partners" develop the plans.
The recently discovered projects include a $100 million complex under construction at Valley Forge National Historical Park that will showcase a private collection of memorabilia, a $95 million visitor center at Gettysburg National Military Park and a $26 million center at Yellowstone National Park.
Lawmakers didn't learn about a $22 million visitor center at Grand Teton National Park until the developer came to Capitol Hill last week asking for funding he said the Park Service had committed to him.
"Common sense dictates that before you embark on an expensive new project, you should first consult with the people who are paying the bills," said John Scofield, spokesman for the House Appropriations Committee. "And the Park Service has not vetted these projects with the bill payer, which is Congress."

TEXAS COUNCIL MEETING, MUSEUM, & KID'S CAMP

It has been found out that the original date I suggested as the next Texas Council meeting to be held in conjunction with the Lone Star Hunt, is in fact the clubs MEMBERS ONLY hunt of the year and not their OPEN HUNT. So Please change your calendars; the next Texas Council meeting will be May 15th, 2004 in conjunction with the Waco Club Open Hunt. PLEASE note this on your calendars. I apologize for the mistake!
Also, The Work Weekend at the Cisco Museum date has been set for May 21, 22, & 23rd, 2004. We have asked each club to consider helping not only in labor on that weekend, but possibly with a donation of $100.00 for materials needed to do the work required. Some have asked if this is a privately owned museum, it is not and the Cisco Club does not own the museum. The museum like most all others in the state of Texas is registered with the state, must follow state guidelines and was a result of hard work by the local treasure club members (Southwest Searchers Club)  and monies left in an estate by Mrs. Lela Latch Lloyd, thus the name of the museum "Lela Latch Lloyd Memorial Museum", curators of the museum is Duane Hale and Jerry Eckhart. As I have stated before, this is the first museum anywhere that has to do with treasure hunting and metal detecting. It's existence will continue to make large strides in behalf of our hobby and educate many folks to the enjoyment of our recreational pastime. Please ask your club to help, and we do need carpenters, decorators and physical help that weekend. Note: The Odessa Club Open Hunt is that Sat., some may wish to take a short trip there that day and participate. Upon your return home, we will still be at the museum on Sunday if you would like to stop in and help us finish the work.
Lions Camp for Cripple Children our annual visit is set for June 9th & 10th, 2004 Wednesday and Thursday. Our past visits have always been on Thursday and Friday, but because of the kids needing to pack-up to head home on Friday, we do not get to work with all of the children. So this year we are setting the dates for Wednesday and Thursday, WE NEED YOUR HELP AND SUPPORT--- PLEASE!! Each year we only have a handful of folks show up to help us with the children and many of them are from the local treasure club, Kerr Finders Treasure Club, there in Kerrville, Texas. We understand many have jobs and must be there, but we have so many retire folks in this hobby, there just is not a reason why more do not show up. I remind you all, that working with these handicap children has rewards beyond words and it will bless your life forever. But besides this, it is the best public relations in this world for our hobby, for us to offer a helping hand to those that can not help themselves. Many times I have had calls forward to me through the Camp from the parents of these children; thanking us all for teaching their child a recreational sport that they can enjoy from their wheelchair, or their blindness. Please do not miss the opportunity of your life by missing this wondrous two days with the greatest bunch of kids on the face of this world. You will be glad you came!
