   In a round-about way this regulation is very important to our hobbies.  With Western states and counties looking to stake claims to federal rights-of-way in protected areas, Sen. Joe Lieberman ( D-Conn. ) last week asked the Interior Department to release to the public information about rights-of-way claims and how it plans to evaluate them.
